漁業権は、地域の漁業者に地域資源の排他的な利用権を認めたものであり、江戸時代に成立したと考えられている漁村共同体の権利がその源です。漁業権制度は我が国独自の制度です。「つくる漁業」（栽培漁業）は、我が国の水産研究の成果ですが、その成立は漁業権制度と無関係ではありません。1994年に発効した国連海洋法条約では、沿岸国に200海里排他的経済水域での資源利用権を認めています。新しい海のルールが海の研究をどのように変えていくのか、考えてみましょう。
