Prime Minister Shinzo Abe expresses hope May 15, 2014, that Japan will defend allies under armed attack by "limited" use of the right to collective self-defense, after a panel of security experts urged the government to lift its long-standing ban. In a clear nod to Abe's push for an overhaul of postwar security policy, the panel said Japan needs to reinterpret the pacifist Constitution as the regional security landscape has changed due to China and North Korea, but there should be a set of conditions so the use of the right will be kept in check.
